For five seasons Noah was a member of the Oregon State Beavers. Noah caught 10 passes for one touchdown and 73 yards as a true freshman. Noah walked on to Oregon State’s basketball team after the season and played in two games prior to exiting the team to concentrate on football in January 2016. In the first game of his sophomore season against Minnesota, he had four receptions for a touchdown and 31 yards and in the following game against Idaho, he sprained ligaments in his right knee and therefore used a medical redshirt.

Due to an ankle injury, Noah missed time during his redshirt junior year, beginning nine games with three touchdowns and 77 yards on 10 receptions. Noah was named honorable mention All-Pac-12 Conference and caught 44 passes for three touchdowns and 406 yards as a redshirt senior. Noah completed his collegiate career with 102 receptions for 10 touchdowns and 1,048 yards in 44 games played (37 starts).

On April 25, 2020, Noah was signed as an undrafted free agent by the Philadelphia Eagles. On September 5, 2020, during final roster cuts, Noah was waived. On September 6, 2020, Togiai was claimed off waivers by the Indianapolis Colts. Against the Minnesota Vikings, He made his NFL debut on September 20, 2020.
