Rashaad was a college football player at San Diego State, where, he led the country with 2,248 rushing yards and scored 23 touchdowns on 289 carries in 2017, completing fifth in the Heisman Trophy voting and acquiring first-team All-Mountain West and All-American honors. For the year, Rashaad scored a 70-yard touchdown on one of his two punt returns.

From 2014 to 2017 Rashaad played college football for the San Diego State Aztecs. Rashaad rushed for 1,018 yards on 136 carries for an average of 7.5 yards per carry during the 2016 season. Penny rushed for 175 yards and 5.5 yards per carry against Stanford and 216 yards and 12.0 yards per carry against Arizona State in 2017 as a senior.

Rashaad was awarded the Mountain West Conference Offensive Player of the Week award for the fourth consecutive week on September 25, 2017. Rashaad ranked first among all Division I FBS players with 2,027 rushing yards during the 2017 regular season.
