From 2014 to 2017 Rashaad played college football for the San Diego State Aztecs. Rashaad rushed for 1,018 yards on 136 carries for an average of 7.5 yards per carry during the 2016 season. Penny rushed for 175 yards and 5.5 yards per carry against Stanford and 216 yards and 12.0 yards per carry against Arizona State in 2017 as a senior.
